Weight the fields that should decide what matters. Every project gets a 0–100 score from the weighted fields, shown on the projects table and on each project — and the scenario engine defers the lowest score first, so "why this project?" always has an answer a meeting can check: it scored lowest on the criteria you adopted. A weight of 0 leaves a field out. Within a field, the first value in its list scores highest — order the values on the Dimensions screen.
