Deposits here are what the funds require to stay solvent, not what the Town deposits today. On the budgeted figure, deferring a reserve-funded project would change nothing — the deposit is a separate decision from the draw — and the engine could never find a reason to move one. On the required figure, moving a draw later lowers what the fund needs, which is where a taxpayer feels it.

The engine is greedy and deterministic, not an optimiser: for each year over the envelope it moves the lowest-priority movable project to the nearest year inside its own window with headroom, breaking ties by importance, then cost, then code. It never moves a locked project or one scored as a safety or legal mandate. A black box cannot be defended in a public meeting.

Windham subtracts its fire-truck bond from capacity before fitting anything: $2,309,747 less $100,145 leaves $2,209,602 for requested projects.
